New Project Request
PSPM utilizes an online portal to receive requests for new projects. This is accomplished through a Request for Estimate (RFE). Each unit designates representatives with the authority to request new projects, and those representatives log into this online portal using their UIC NetID. Once a Request for Estimate is completed and submitted, the RFE is routed for review to ensure the request aligns with applicable UIC policies. This review process may take up to two weeks. After the review process is completed, the RFE is placed in a queue to be assigned to a project manager (PM). Special consideration will be given to the unique skills of the project manager, special characteristics of the project, budget and staffing considerations, workload already assigned to the PM and distribution of projects among PSPM project managers. The project manager assignment process can take up to two additional weeks depending on the volume of requests received by PSPM.
After a project manager is assigned, a $5,000 project management fee will be assessed to ensure funding is available for planning and cost-estimating services. The PM will meet with the requestor to help clarify, refine, and establish the project need and scope of work. Once the project scope and budget are established, the PM will issue an Exhibit II (documenting the project scope) and an Exhibit III (documenting the estimated budget) so full funding for the project can be established. If the project is fully funded, then the initial charge will be returned when the full project management fee is assessed. Unused funds will be returned at the conclusion and close-out of the project.
